Project of systematic control, early warning, data analysis and application for soil and groundwater management

The Soil and Groundwater Information Management (SGM) System serves as an essential operational platform for implementing soil and groundwater affairs nationwide. This project not only maintains the existing system but also aims to achieve four primary objectives: function upgrade, data value-added, visual applications, and information security administration, completing a total of 21 system development and support tasks. Regarding function upgrade, this project optimized the guided filling process in the system based on the operational requirements of seven management aspects: site management, policy planning, performance evaluation, punishment lectures, fund claims, draft answers to legislators, and monitoring wells. The automatic warning and control checks of the system enhanced the overall management and improved the overall implementation efficiency. For data value-added, this project assisted in increasing the overall data application value by utilizing the vast amount of precious data in various systems through data analysis, data exchange, and appropriate data disclosure. These measures provided more comprehensive decision-making information for all soil and groundwater management operators. This project also expected to bring more possible soil and groundwater data value-added applications to the government, academia, and the public through the data disclosure and analysis of extensive soil and groundwater data. In terms of visual applications, to specifically showcase the historical achievements of soil and groundwater management, this project established user-friendly and visually appealing information display and application tools. A cloud-based display query tool for site information was completed, and a dedicated area for project achievements was established. GIS-based soil and water layers were expanded as well. By satisfying various user scenarios through web design, this project aimed to promote soil and water education and demonstrate related management performance. For information security administration, to ensure the effective operation of the management system and related affairs, this project provided various administrative control supports, including system information security maintenance, education and training, and consultation and guidance.
